The Council for Opportunity in Education

We believe every individual should have equal access to prepare for, attend, and graduate from college, regardless of economic status, family background, or disability. The Council for Opportunity in Education (COE), founded in 1981, promotes college opportunities for low-income, first-generation students, and students with disabilities. With over 1,000 member colleges and agencies, COE supports millions of students annually in all 50 states, Washington D.C., the Pacific Islands, and Puerto Rico through college access and retention services.
