To hold a licence to sell or serve alcohol in Scotland, a recognised qualification is needed, and to work in Scottish licenced premises, sufficient training is required. This Refresher qualification, updated in 2020, holders of a current PLH qualification who need to update their learning in order to continue to hold a full licence. This person understands the licensing function, the five objectives and the relevant legislation. They understand the key roles of Licensing Boards, Licensing Standards Officers and other statutory bodies, as well as control of order and training requirements. They have an understanding of licensing and operational responsibilities and know how to protect children and young persons from harm through knowledge of the relevant legislation, policies and offences.

This person understands the effect of alcohol consumption on the person and on a business. They have a knowledge of the concepts of alcohol intoxication, illegal drugs, as well as social responsibility.
